BarCap Poaches from UBS

A UBS veteran, Philip Freeborn, will be joining Barclays Capital as its new managing director and chief information officer, according to BarCap officials. Freeborn will join the investment banking division of Barclays Bank in January, and will report to chief operating officer Rich Ricci. At UBS, Freeborn spent the past 12 years in various technology roles, most recently as global CIO of the investment bank, overseeing several thousand global IT professionals.

Philly Exchange Names New Project Manager

The Philadelphia Stock Exchange (PHLX) appointed Paul L. Roland to the new role of director of project management services. As part of the strategic product development and execution department, Roland will be responsible for expanding and managing the project management office to provide exchange senior executives, the CEO, and the board of governors with in-depth and timely understanding of the status of the exchange's strategic initiatives. Before joining PHLX, Roland was product director for Tamale, a research management systems firm.

Merrill Promotes Lynch to Research COO

Merrill Lynch has promoted Kathleen Lynch to chief operating officer for global securities research and economics. According to press reports, she replaces Aron Miodownik, who resigned and left the bank at the end of October. Lynch will be responsible for functions for the research division including finance, human resources, operations and technology, of which she has been business manager since 2001. From 1993 to 2001, she held a variety of business manager roles within the global markets and investment group. The new COO first joined Merrill Lynch in 1987.

Framke Becomes ETrade CIO

Financial services giant ETrade Financial has appointed executive vice president and Deutsche Bank veteran Greg Framke as CIO. He will be responsible for the management and strategy of all global technology at ETrade, reporting to president and chief operating officer R. Jarrett Lilien, officials say. Framke replaces retired chief technology and operations officer Joshua Levine, who remains with ETrade Financial as a strategic consultant. Before joining ETrade in 2000, Framke was director and COO for global equities technology at Deutsche Bank in London. He was also a principal with Morgan Stanley in the technology division managing departments for the capital markets and institutional businesses.

Vice Is ICE President

IntercontinentalExchange (ICE) has appointed Charles Vice, currently chief operating officer at ICE, to the role of president. Vice will retain the title of COO while adding expanded responsibilities, according to an official statement. He will continue to report to ICE chairman and CEO Jeffrey Sprecher. Vice has served as COO of ICE since July 2001, and he will continue to oversee the company's operations, including market development activities. As president, Vice will also oversee the execution of ICE's technology strategies. He has been with ICE since its founding in 2000, having previously been a member of management of Continental Power Exchange (CPEX), ICE's predecessor company. He joined CPEX at its inception in 1994 as marketing director.

Wells Fargo CTO Joins SunGard Brass

Software giant SunGard has appointed Ralston Roberts senior vice president, product management of SunGard's Brass business unit. He was most recently chief technology officer for Wells Fargo Securities. Past positions include trading desk application manager at Robertson Stephens and technical business analyst at Franklin Templeton. His responsibilities at SunGard will include shaping both the tactical and strategic direction of the Brass solution suite, exploring integration opportunities across product lines, and defining new product offerings.

Roney Joins Rosenblatt for Compliance

Charles Roney has been appointed chief compliance officer for Rosenblatt Securities and will be based in New York. Roney was previously vice president of compliance at Thomas Weisel Partners from 2003 to 2005, and before that worked in the member firm regulation department at the New York Stock Exchange (NYSE) from 2002. He reports to Joe Gawronski, COO, and Richard Rosenblatt, president and CEO.

Prebon Vet Joins RBS

Jamie Salamon has joined the Royal Bank of Scotland's (RBS) fixed-income e-commerce team, officials say. While based in London, Salamon will oversee the credit default swap products as part of the bank's plans to expand its e-commerce operations in fixed income, says Michelle Neal, head of fixed-income e-commerce and Salamon's new boss since this past August. Salamon joins RBS after working for Prebon Yamane as head of business development EMEA and treasury front-office systems manager. At Prebon, he was in charge of launching, distributing and managing electronic trading and straight through processing (STP) offerings for cash fixed-income and derivatives products.
